Insurance Open Enrollment Period 2024

The Marketplace Open Enrollment Period is open from November 1, 2023 to January 15, 2024. December 15, 2023, is the last day to sign up for health insurance for an effective date of January 1, 2024.

And there are some updates to the plans for this year:

• New law. Thanks to the American Rescue Plan, quality health coverage is more affordable and accessible than ever.

• Lower prices. 4 in 5 customers are able to find health coverage for $10 or less per month.

• More people qualify. Whether you are uninsured, don’t get insurance through your job, or if you are looking to find health coverage at a lower cost – this Open Enrollment Period is for you!

What Marketplace health insurance plans cover:

All plans offered in the Marketplace cover these 10 essential health benefits:

  • Ambulatory patient services (outpatient care you get without being admitted to a hospital)

  • Emergency services

  • Hospitalization (like surgery and overnight stays)

  • Pregnancy, maternity, and newborn care (both before and after birth)

  • Mental health and substance use disorder services, including behavioral health treatment (this includes counseling and psychotherapy)

  • Prescription drugs

  • Rehabilitative and habilitative services and devices (services and devices to help people with injuries, disabilities, or chronic conditions gain or recover mental and physical skills)

  • Laboratory services

  • Preventive and wellness services and chronic disease management

  • Pediatric services, including oral and vision care (but adult dental and vision coverage aren’t essential health benefits)

Additional benefits

Plans must also include the following benefits:

  • Birth control coverage

  • Breastfeeding coverage

Essential health benefits are minimum requirements for all Marketplace plans. Specific services covered in each broad benefit category can vary based on your state’s requirements. Plans may offer additional benefits, including:

  • Dental coverage

  • Vision coverage

  • Medical management programs (for specific needs like weight management, back pain, and diabetes)

Who qualifies?

Millions more people qualify for help. Previously, the tax credits we call “financial help” were available to people who made less than 400% of the federal poverty level. Now, it’s expanded to include families that make more than that.

What this means: 400% of the Federal Poverty Level is $51,520 for a 1-person household, even if you make more than this you may qualify.

Timeline for Open Enrollment in Health Insurance Marketplace:

November 1, 2023: Open Enrollment started — first day to enroll, re-enroll, or change a 2024 insurance plan through the Health Insurance Marketplace®.

December 15, 2023: Last day to enroll in or change plans for 2024 coverage that starts January 1, 2024.

January 1, 2024: 2024 coverage starts, if you've enrolled by December 15, 2023 and paid your first premium.

January 15, 2024: Last day to enroll in or change plans for 2024 coverage. After this date, you can enroll or change plans only if you qualify for a Special Enrollment Period.

February 1, 2024: 2024 coverage starts if you enrolled by January 15, 2024 and you've paid your first premium.

What this means: After the open enrollment period, you can only apply for Marketplace Health Insurance if you meet Special Enrollment Period qualifications: changes in household, changes in residence, loss of health insurance, and certain other qualifying changes. Obtaining the variety of health insurance plans available now can become more difficult and complicated if you miss the open enrollment period until January 15, 2024.
